Climate and renewable energy policies are being developed on all levels - national, state and local. In the case of the United States, and recently, Canada, states and provinces have filled a void on climate change and clean energy policies, caused in part by the lack of sufficient federal climate policies in both countries. Several U.S. states, among them, California, Connecticut, New Jersey and Oregon, have developed leadership through ambitious emissions reduction targets, through strong quotas for the share of renewable energy, and through public investment funds to bring renewables to the market. In Canada, provinces, such as Manitoba and Quebec, are developing and strengthening similar policies and actions, especially in light of the Canadian federal government’s change of course on federal climate policies. In Germany, Länder, such as North Rhine-Westphalia and Schleswig- Holstein, have built on German federal legislation to become leaders in renewable energy deployment and creating markets for innovative technologies.
What can be learned from these sub-national climate and clean energy leadership initiatives? What is their impact on national policies? And how can these sub-national players work together on the international level and be an integral part of a future global climate regime? In this forum, sub-national representatives from Germany, Canada and the United States will share best practices, success stories in public funding for clean energy and climate protection initiatives, and discuss opportunities for international action and cooperation.
